The regularly scheduled meeting of the Board of Trustees was called to order at 4:30 p.m. by President Sharon Farris.  In attendance were Trustees Mary Taylor, Sue Punzelt, Ryan Fehrmann, Mary Ann Tucker, Roxanne Michels, Amy McGilvrey, Librarian Teresa Pennington and speakers Pat Boze and Jan Ison from Lincoln Trail Libraries System.  Absent was Trustee Greg McHenry.

Minutes of Previous Meeting:  MOTION:  Tucker, second Michels to approve minutes as read.  Motion carried.

Finance Report:  Pennington reported that the numbers in the “Balance” column are incorrect.  She will bring corrected report to the March meeting.  MOTION:  McGilvrey, second Punzelt to approve report as submitted.  Motion carried.

Book Committee:  MOTION:  Michels, second Tucker to approve 10 titles of nonfiction for purchase through the Lucy Bishop Fund.  Motion carried.

House Committee:  McHenry has talked with Art Reese about two sets of new front doors and has a proposal from them, but no decision will be made at this time.  Pennington will talk with the fire chief about new front doors and fire safety code.

Librarian’s Report (Statistics):  MOTION:  Fehrmann, second Michels to approve report as read.  Motion carried.

Friends of the Library:  McGilvrey reported that the next meeting will be February 22, 2011.

Old Business:
*Pennington reported that the library received $3900 for Phase Two of the Gates Grant.  She spent $1800 from the Gates funds for new modems.
*The “Bring “Em Back” campaign to get lost and overdue resources was not very successful.  Very few items were returned.  50% off fees on record was more successful.  As of February 9, 96 people have 179 lost items.

New Business:
*Michels volunteered, and McHenry was nominated, to comprise the Budget Committee
*Pat Boze and Jan Ison discussed the merger of the four library systems in southern Illinois and answered questions.  The merger will take place July 1, 2011.

Librarian’s Announcements:
*Pennington contacted Mayor Smith about the need for a new board member.
*Pennington will not continue the subscription to the Chicago Tribune when it expires March 3, but will instead subscribe to the Charleston Times-Courier.
*Our library is cooperating with libraries in Marshall, IL and Vigo County, IN to promote The Big Read coming in March.   Edgar Allen Poe discussions will be held on March 8 at 5:45 p.m. at the Second Tuesday Book Club, and at noon on March 17 at the Brown Bag Book Bunch meeting.  75 free copies of the Poe book will be available in March.  Friends of the Library will decorate the library for The Big Read, and Poe trivia will be featured in the library and on the website.
*FOTL will host a used book sale March 12 from 10:00 a.m. to 4:00 p.m.
*Dick Wells of Hilltop Orchids will present the Mystery of Orchids program March 23 at 6:30 p.m..
*On April 7 and 8 staff computers will be down for a system-wide Horizon upgrade.  The library will be open April 7 but checking out will be limited.  MOTION:  Taylor, second Tucker to close the library April 8 for a staff work day.
